I wanted to say this topic has come up many times and it does have some relation to the compression and tightness of your motor. I just built a new motor, a b234r block with the 2.3 pistons, rods and crank, I put in new rings too. When I first started it, it was around 15" of mercury and maybe 17-18" on decel as I started to break the motor in and seat the rings. I drove around lugged it a bit to try and seat the rings, decel and load, decel and load, after about 20 miles my vacuum was up to about 18" and18-19" on decel and by the time I had 50 miles on the motor it was around 18" on idle and 20-21" on deceleration. It was cool to watch the vacuum get better and better as the piston rings started to seat in!!!
You could actually feel the motor change in power as it broke in, I swear this new 2.3 motor comes on at about 2500rpm :-) Much better than the 2.0 motor I had in there before.
