If those readings are accurate, you have a problem with cylinder #3. You usually want the readings to be within 20%.
It usually means that either you're rings have not seated and you have blow-bye or you're valves are not sealing.
One trick you can do it put a little oil, maybe a tea-spoon, in the suspect cylinders and if the compression comes up, its the rings, if there is not much of a change, then its the valves in the head.
