I guess its true, everyone has a different opinion. It was thought for years that easy is the way to go, but after some engine builders tried some new techniques, they found they had much more consistant sealing and power.
This is the first time I have heard against vacuum and on the deceleration it scrapes the oil off the cylinders and also under a vacuum it pulls the rings differently and you need both pressure and vacuum to seat the rings well.
I was also told that with new bottom end bearings, the last thing you want to do is lug the motor in high gear. I was told to avoid that at all cost by my racing engine builder...
The best advice I can give you is to do some research on the subject and you will find many articles recommending pressure/vacuum and the latest ones recommending running them on the hard side or modest boost instead of very easy.
Its fairly well known the bottom end needs time and easy running, but not lugging and the top end needs temp and pressure to get a good seal, so its a catch 22, I take it fairly easy on the bottom end and don't go over 3500rpm for a while, but hit it with 15psi right out of the gate and have had good luck with the top end of the motor sealing well...
