If you decide to turbo your car, the boost pressure may be limited, but not by the CIS system! I've had CIS cars running boost that spiked to 28 and held steady at 24-25 PSI.
The problem is, if your engine was not built as a turbo, it'll have higher compression which limits the amount of boost you can run without the engine knocking. An intercooler would help this situation a little, water injection would help a lot. But I doubt you're gonna get to 225 HP without different pistons at the very minimum. A different cam and port work might also be required.
I'd definitely read up on CIS - it's not really as bad a system as everyone says, it's just different and a lot of people don't understand it. The Saab factory manuals, if you can get your hands on one, are excellent. You can also take a look at http://www.auto-solve.com/mech_inj.htm, that'll get you started.
