less than 500bhp (real) is enough to power a 9-3 chassis to 200mph (tested with gps), but in the end its also a guestion where in the rpm range you have the power. If for instance you look at a power curve from 15T car stressed out it can show 300bhp figures, but its at 5000-5500rpm or so and when in 5th gear it equal to speed in the range of 220-240km/h.. Then if you take it up ot 6000rpm (~260km/h) the engine cannot produce the max bhp any more (curve sinking) and the acceleration will eventually come to a halt, i.e. wind resistance overrides the bhp of the fast sink bhp curve know to this type of tunes. On the other hand if you would have the 300bhp all the way up to rev limiter the top speed would also be higher.

Officially have reched 287km/h in my viggen on 1750m, here is in-car film of the run
http://www.stcf.net/viggen/lpr_ov.wmv
but the result it not the top speed of the car, only the track was too short to reach it. At 280km/h+ the accelration is still higher than what one seens in a stage III car at around 200km/h when in fifth :)
and it no worries it can pop 300km/h (run out of revs at 305km/h).
Car produces around 520bhp peak at 6500 or so and keep above 500bhp to 7000rpm.
