Wow - that is a $40 experiment... sanding them down is going to be iffy, since plastic is somewhat hard to sand, and very hard to sand uniformly. I would seriously try a machine shop and see if they can enlarge the hub bore on your wheels, maybe to that 66.6 size. Then use the off-the-shelf spacer.
I gotta be honest, I've run a lot of non-hubcentric wheels and never had a vibration problem. Are you sure you're properly torqueing the wheels without a load? With standard acorn lug nuts, the lug centered wheel really shouldn't be out of balance.
