The definition of a regulated power supply is one that will maintain a constant output voltage over the operating range of output current. I can't speak about in-car systems, but any mains-powered system that comprises only a transformer, full-wave rectifier and capacitor does not fit this definition as the transformer output impedance causes the output voltage to fall as the output current increases (this characteristic is known as the "regulation" of the transformer, but doesn't mean the power supply is regulated in the accepted sense of the term). A bigger transformer will reduce the slope, but does not produce a "regulated" supply. A bigger capacitor will smooth the voltage better during output current spikes than a smaller capacitor, but still the supply will be unregulated.
Again, I don't know about 99.9%, but the home amplifier supplies I have looked at are unregulated. By the above definition, the supplies you describe are also unregulated.
Other than that, I'm quite happy with the OEM Clarion setup in my 9K Aero. I don't know whether or not its supply is regulated, but it's fine for me. Then, for me, listening to music is a secondary activity to the primary one of driving rather a nice car.
