As I write, I bet someone, somewhere, is bolting up a turbo to an engine with 10:1 or higher. It may be a Honda, but it could be a Toyota, Hyundai, Nissan, whatever. I know of a B202 running 11:1, turbo'd with double-digit boost. Been doing it for several years.
Factories may not be running that high, but the Mazdaspeed Miata runs 9.5:1, as does the VW 1.8T used on various cars. Those ridiculously silly Saabs are now up to 9.5:1 as well (9-3). Audi RS6 is at 9.8:1.
With moderate boost, good control of heat (i.e., IC, WI), there's no reason why such a project couldn't stomp most c900s into the ground.
