Hi Stephen,
It's certainly possible that these are linked and it could be a bad ground wire as Albert suggested. Just a couple other notes.
1. Check the tach connection to the coil- should be a red wire connected to the (-) terminal of the coil. The spade connector can get loose.
2. The charge lamp is essential for the alternator to properly charge. So don't disconnect it. Make sure it glows amber when you turn the key on before the car starts. If you don't get the glow, then most likely you need to replace the bulb.
3. I suggest connecting a volt meter to the charging system and taking the car for a ride and monitor the voltage. It should be greater than 13V and very steady over the full RPM range. If the voltage is less than that- say 12 or under, than the system is not charging and it needs further troubleshooting. If the voltage increases with RPM- climbs up to 14, 15, 16, then the regular is not working properly.
4. Is your fan belt tight enough? We VSaaber's tend to keep them loose to not put undue stress on the front balance shaft bearing and sometimes they are too loose and slip.
5. It possibly could be a bad tach- but that's rare, as its almost always a bad connection. If it turns out to be one, I could probably come up with a spare for you.
