Interesting about the starter. I wonder if Bud put in lower (shorter) engine mounts and this is what is causing the interference. You can get the lower profile mounts and it's a fairly common change, as it lowers the center of gravity a bit.
That said...I think I'd go with Charles and give that corner a bash with a big hammer and see how that works. Second choice, I'd probably get out the grinder and not think twice about it. I really don't think shaving off an 1/8 of an inch is going to affect the structural integrity of the car. I say this because all of my VSaabs have been from the Northeast and show up with MAJOR rust issues (which I've patiently fixed). It's amazing how much strength is there even if half of the metal is rusted away.
You want to make sure that with all said and done, that the starter doesn't contact the chassis at all. The motor will move a bit under acceleration due to the rubber mounts, so be aware of that.
From your picture, I wonder if the contact will be minimal once the starter properly seats?
