Sounds like you have an MSS header. The OEM pipes are much smaller in diameter than the MSS and have a balance tube running between them in front of the car. The cuts in the floor are usually a dead giveaway that the car has or had an MSS unit. The MSS unit also has a single exhaust pipe where the OEM unit had twin exhaust.
I would not go to the bother of having a custom exhaust made. MSS makes a fine unit and it is dyno proven.
As far as getting the lower but off, it is tricky to be sure. You have already received good advice about soaking it and unloading the pressure by jacking the headers from below. Often releasing the top nut will make the bottom only finger tight. But rust may keep you from easily turning it.
