The original Formula Ford formula was based on the 1.6L Ford inline 4 engine, various flavors of which turned up in early Pintos along with Capris, Fiestas, etc., etc. I think the FF spec motor and Pinto variant was the "Kent" (English) version, while Capris, Fiestas etc. got the "Cologne" (German) engine. A number of variants of these came either with a 2bbl Weber (my Fiesta had a 28/32, I think) or a Weber-licensed US clone, the Holley-Weber 5200 (this is probably what would have turned up on a Pinto.) You probably can get any of these to work on a Saab V4, as it came from the same German Ford plants as the Cologne L4 -- I remember there being a lot of similarities to the Capri and Fiesta 1600s I used to work on, including the same FoMoCo carb on US-spec Capris. Note that while the German and English L4s are (as best I can recall) pretty similar, the German and English V4s are VERY different, so don't get any wild ideas about these being bolt-in engine swaps.
Any decent-condition 2bbl carb will give your engine noticeably more lung-power than the 1bbl -- with a progressive carb (barrels open sequentially) you don't notice much difference around town as you're running on the primary barrel most of the time, but mine definitely feels stronger in the midrange, such as passing at highway speeds.
I would think even $60 would be too much for a "crusty" 1bbl Solex/manifold asssuming your current manifold is OK -- if your FoMoCo is past it, I would think it would make more sense to leave the manifold on and spend a bit more money to get a Weber 34ICH to go on top. At least this is a current carb with available rebuild parts etc. Strictly my opinion, of course...
