Hi , Scott's treatment sounds good. Preping is everything!
I too, just finished fabricating a new rear pan. Patching some small floor holes and attending to an earlier rocker pan replacement.
It was not treated with anything and was going south too.
I personally like Extend , or Prematex's Rust treatmant. It displaces moisture. Dries hard and dark. And is easily painted or left like undercoating. It will only stick to bare steel or better to rust. Goes on like milk and then dries over night to a hard black / blue.
I wire wheeled the entire bottom of my car and painted it all.
A bit pricey ( $4-$5 a pint ) but a little goes a long way.
I've had good luck with it in the past with mid 70's GM truck steel. So the Saab ought to be fine.
Also to match my current undercoating, I've found "Liquid Nails" brand roof sealer ( with some asphalt) to work well. It has silicon , seals well, and blends right in.
