THe pedals freezing is somewhat common...though not usually in california. Anyway, the pivot pins or the master cylinder connector pins are probably rusted tight. Again, candidates for a good oil soak. The brake/clutch master cylinders my be frozen themselves. With a car having sat for this long, you'll probably want to rebuilt/replace all those things anyway.
Seeing as the engine will have to come out before you drive this thing anyway, (you mentioned a bad clutch being the cause for storage in the first place...hydraulics only? or are you planning on changing the whole clutch assembly-probably a good idea either way) why not see what it will cost you to rebuild the engine. They are quite simple...probably easier than the rebuild tasks your going to have with the brakes, etc. and parts are still available. If the engine is fairly rusted up, though you may get the thing sprung loose, it will never be up to snuff, really. It might work just fine though. I never have the money to really do a job like I'd prefer so I do what I can and it usually works. Good luck either way.
