Ask your machinist? For him to have left any out would be a major error & something he knows better than to do. He may have replaced them with new for some reason.
Plugs behind the flywheel would be much easier to replace than ones behind the timing gears, just 6 bolts to remove the flywheel. (12 if the clutch is already assembled.)
It is a good idea to prime the oil system prior to running the engine. Remove the distributor and run the oil pump drive shaft (hex shaft, 5/16" I'm pretty sure) in the direction of distributor rotation with an electric drill, oil full and filter on and oil pressure sender port (1/4" pipe thread) plugged, you will usually sense the drill slowing after a second or two as oil pressure builds, and if you have any leaks from missing seals or galley plugs you will know it real soon. For extra satisfaction pull a valve cover and you will see oil flow when it reaches the valve train.
