The chip inside your key is what "opens up" the TWICE computer for programming, not the remote. So as long as you have a key that starts the car, you can always program new remotes for the car even if you loose all.
But when you loose the last key that started the car, then you are out of luck.
I charge 1/2 hour to program a remote or key if that is ALL there is to it. Keep in mind again that we are using a several thousand dollar tool to "talk" to the car so other shops might charge more.
