Welcome to SaabNet, but you're not quite in the right place, you're one S off. You're inquiring about an excellent 9-3 S Convertible at a steal of a price. Do get it checked out at your local Saab independent or whoever has been doing the service on the car.
Technically there was no "S" designation in the USA for the '99 model year. In previous years the "S" as in 1994-1998 900S refered to the normally aspirated models, 2.3l non turbo vs the 2.5l V6 or the 2.0 turbo, but for 1999 all US Saabs were 2.0 turbos and they were either regular no designation or "SE"s. The non SE cars are indeed referred to as the "S" model, but that's unofficially and a little confusing without the right background info. The non SE cars had manual seats, non upgraded stereos and SIDs, manual HVAC controls and were perfectly fine automobiles that still included leather power everything and a power top. Though the SE is preferred, there's nothing wrong with a non SE.
In 2003 Saab redesigned the hatchback sedans into an entirely different four door only model and that desination was a SportSedan or SS, so the 2003 and up 9-3s are the "9-3SS". A little more confusion in that in 1999 when Saab subtly modified the old 1998 New Generation 900 into the Old Generation 9-3 the convertibles and sedans changed the same year. When Saab changed to the 9-3SS in 2003 the Convertibles soldiered on as the Old Generation OG9-3 and the new 9-3SS convertible didn't get introduced until a year after the sedans in 2004.
