In the late 90's after dual front air bags became common on cars there was a spate of deaths/serious injuries to children who were riding in car seats positioned in the front passenger seat.

This problem was partially corrected by placing a manual over-ride button in the glove box of many vehicles to disable the passenger bag if a child was in a car seat in the front passenger position.

The light is part of the new "smart air bag" system which automatically detects the presence of a heavy weight (maybe 70 pounds?) in the front passenger seat indicating an adult/older child body, and will only fire that bag in a crash if the weight limit is satisfied. Lighter chldren are required to be in car seats, and it is recommended they always ride in the rear.
