The Xenon lamps require a special high voltage ballast to energize the lamps which is why you can't simply install a Xenon bulb. Aftermarket conversion kits are available but generally are not inexpensive. Some kits may qualify as snake oil too.
I have factory Xenons in my 9-3SC and have mixed feelings about them. They are brighter than the halogens, but the upper cut-off of the beam limits forward visibility when going downhill, and makes it dificult to read road signs as they are usually in the dark zone when close enough to read. I adjusted the beams upwards by 1/6 turn of the adjusting screws which helped quite a bit. I may go another 1/6 turn then see if oncoming traffic objects.
The beam color also makes red stop signs appear slightly purple, which I find to be very distracting.
