I think you should ask instead, what's up with the driving style of people?
You also have many drivers that doesn't get near those numbers you state and they are wondering what's wrong with their car or EPAs mileage rating.
I get lots of questions from people saying they only get 25-26mpg (not just 9-3ss, but OG9-3 and 9-5) when they have read on the internet that people get over 30mpg most of the time and they want me to find out what's wrong with their car when there is no probloem to be found except a change in driving habits.
But that can sometimes be as a hot topic as when a doctor is telling a patient that they need to loose weight.
A driver getting a high mpg is driving in a gentle matter but since that is that persons normal driving manner, they don't think about it being gentle in any way, since they do it naturally.
A person getting moderate mpg doesn't think his driving style is any more aggressive than the others (until they ride with each other in the car) and he can't understand why he doesn't reach those high mpg numbers.
I get between 12-14 mpg in my Volvo with a non turbo straight 6 cyl engine but I know I'm heavy footed, have a short 2 mile commute and have the A/C on all the time so it's not much to do about that.
