I have both a V6 9-3 Aero convertible (manual), and a 2.3T 9-5 Aero wagon (auto). I live in LA in the hills, and let me tell you, my around town mileage is not good. The wagon gets maybe 15mpg...the convertible a tick better at 16mpg. LA is stop and start traffic with little opportunity for nice steady 30 mph cruising. It makes you realize why the Prius and any hybrid is a great choice for the LA area. (that and the HOV lane sticker!)
When I lived in Boston, my wagon got 20-21mpg...much less traffic, more opportunity for steady speeds, and coasting as well.
I have two Peugeot 405 Mi16s...one I keep in Boston and one in LA..the Boston one averages 23-24 mpg around town. The one in LA? 19-20, and that's from a 1.9 liter 4 cylinder with 5 speed manual, which you would expect to be light on gas,
It's the nature of a city...sadly, it empties your tank!
