The net with two loops and two hooks is a "grocery holding" net.
First you accordian fold the floor. You will see a long slot in the under floor plastic liner which holds the rear endge of the folding floor.
Partially remove the two screws which secure the under floor plastic tray to the car. Stretch the loops of the net over the screw handles, then re- tighten.
Place your groceries or other light cargo on the under floor tray, then stretch the net and place the hooks over the exposed edge of the floor fold - outboard of the hinges. (there is no real anchorage point for these and it looks cheesy but works well)
When done, unhook the net, leave the loops in place under the screw handles, fold the net so that the hooks fit into the slightly deeper corners of the under floor tray, then return the floor to its flat position. This way the net is stowed out of sight but in a ready to use configuration.
We have never used the "floor net" but we use the "grocery net" quite often. This question baffled me too when we first got our SC. Saab needs to add instructions of some type, and to create proper anchorage points for the hook ends.
