Included all hardware, but no instructions!!!! Having installed the official mud flaps on my 9-5, (which included very cryptic and poorly translated instructions) I had no problems.
The 9-3SS/SC flaps are easier to install because they primarily use the same screws which secure the inner fender to the outer fender. I seem to remember one special clip and screw for each front mud flap, but no big deal.
The 9-5 flaps used a variety of special screws/brackets/clips which needed new holes to be drilled into the stiff plastic inner fenders.
