Remember that you need to "set" the rain sensor each time you use it to the level of rain/moisture that you want removed. If you turn the wiper control to the first position (rain sensor position) when the windshield has a lot of rain/moisture on it, the sensor wouldn't trigger the next wiper pass until there is a similar level of rain/moisture. In that instance, you need to turn the rain sensor off, make a pass or two with the wipers (using the toggle feature). Then when the level of rain/moisture is at the level you want a wiper response, quickly "set" the rain sensor again.
I have generally not used the most sensitive setting as the sensor seemed to respond to false triggers - perhaps headlight glare at night, etc.
