I am assuming it is the 2.0T engine. I have 16-inch wheels on our 2006SC, but I have had no problems driving up ramps. The 225 width tires on my 9-5 fit fine on my Rhino Ramps too. The 9-3 is low, but it should drive up the ramps with only minor touching of the chin spoiler on the ramp surface.
The filter is on the top side of the engine. The Saab OEM filter is about the least expensive filter you can find for this engine, although I have a Purolator in my garage now. You will need a 32mm or 1-1/4 inch socket, a fles adapter, and a short (5-inch) extension to reach the filter from the top side. It sits beneath the 3-inch diameter plastic cover visible near the driver's side of the car.
You will nedd 6 litres of oil for this engine! No, I am not joking. I use ELF 0W/30 since I can get it locally for less than Mobil 1 and it meets the GM LL-A-025 spec requirement.
