Your total cost over 27 months, not including tax and license, is $13,605. That's about 50 cents/mile.
With the current $3000 incentives, $1000 saab loyalty, and $2500 marketing support I think you should be able to save by buying the car instead of leasing. You could probably get that car out the door in So Calif for under $32K (including tax and license) and, if you decide to sell your car after 27 months / 27000 miles, you should be able to sell it for around $22K. So, with a purchase, you're expending $10,000 to drive 27,000 miles, not $13,605.
FYI, I have never leased a car. Ever. So take my 'analysis' fwiw. But I suspect the dealer is keeping all of the marketing support as profit on the lease transaction. They don't have to give it to you unless you get GM supplier discount.
