Here is how the switching of the 2008 9-3's with Xenons works. (I don't know if the switchin on the 9-3's without Xenon work differently.)
Switch Position 1: Xenon's on.
Position 2: Parking lights on (no headlamps or DRL's.)
Poistion 3: Auto -- If light, DRL's on and Xenons off, or if dark DRL's off and Xenons on.
