you have power to accesories and it wont jump then id expect you may have a battery cable problem...check (with the key out) and make sure the cables are on tight on on the battery posts and also follow the grounds (second wire) to the frame with the red wire and to the starter motor with the black wire and makes sure its all tight. Also look for corrosion on any or the cables and replace if corroded. If everything checks out then do a search o the correct board for "NSS" and ftry the procedures you find there. By the way your on the wrong board...with a 99 u s/b on the NG 900 and OG 9-3 board...yours is OG 9-3
