Yes, needs to be turned while being compressed. You can search the forum on this.
Somewhere like sears probably carries this tool for $40-60? Some people have been able to rent/borrow/buy the tool to do this from autozone (Autozone 27111 Disk Brake Piston Kit). I think some have "managed" with needle-nose pliers.
Regardless of how you get it done be careful not to damage the rubber gaitor.
