Saying the tires were balanced and the tire actually being in a state of balance are two different things. Sometimes they don't get it right the first time. Search the web on tire balancing and "problem" and you will find a world of folks out there that cant seem to get their new tires balanced correctly. I've been told that if you can accelerate out of the vibrations (as you get to about 70+ mph its usually a balance issue). I think some tires also come from the factory w/ minor imperfections that make them difficult to balance (I recently had to get a shop to replace 2 brand new tires that they installed because they were unable to balance the first set after multiple tries).
That said, if the wheels were bent then the front end may have taken some abuse in the past and other possibilities (just thinking generically here) that can cause vibration would be tie rod ends, control arms or worn suspension bushings (does it rattle over bumps?). Seems like bushing on the '03 are going bad in '08 from reports on this list so its plausible. I've never heard of fixing bent wheels...sounds suspect but maybe its possible (I'm no expert on the topic but would not even consider paying money for someone to try and get bent wheels back in round).
