Current 9-3 (2003-present) is a Consumer Reports "Best Pick" for reliability. I've been a Saab owner for 16 years and see very few problems posted about the current Saabs, although there are lots of complaints about cheap interior parts that rattle and creak. For your teen, the current 9-3 is a 5star safety rated car all around.
Earlier 9-3's (2002 and earlier) are good solid cars but having owned two of them, they do have some chronic annoying problems like engine sludge issues and bad A/C compressors. The 2003-on cars are completely different, different engines, etc.
Overall compared to your German cars you will find the Saab experience as reliable, or probably better. Dealerships are notoriously poor, so find a good Saab independent mechanic in your area.
