It doesn't always work out that way. I've usually resurfaced rotors once, then at the 2nd pad-replacement I replace rotors. That's with older cars (95-01), so it may be that original brand-new rotors are being made thicker.
Last time I went to resurface the rotors on our 2003 Accord, they had plenty of thickness. But cost of new rotors was about the same as cost to resurface. That's the first time it ever happened that way (for me).
