I live in California (sun, surf, and Britney Spears) and I think this is probably a waste of money. I read the 'guarantee' and there seem to be so many ways for the company NOT to pay, or at least they make the burden of proof for fault on you. I think it would be a futile process to ever collect a settlement.
I think most cars are fairly well rust-proofed from the factory so the money you'd pay for this treatment I'd put into a quality car wash with undercarriage treatment (at least once per month while there's salt on the roads) and a weekly wash without the underbody wash. That should be good enough. And if I remember from my time in Quebec City, the car washes are indoor and heated and they took care to get the salt off the vehicle.
I did rust proofing on my 1980 VW Rabbit when it was new and I lived in Boston which I think used salt on the roads at that time. THEY baiscally sealed the underbody with a wax-like material and sealed up some holes that were meant to drain water. Of course, I moved to the beach in LA soon after and the salt air corroded the car from the top just like salt on the road would have from the bottom.
