Trailer wiring electrical issues

I installed a official saab catalog trailer hitch on a 04 Aero conv. Also installed the included control module and wiring into the proper connectors in the rear electronic panel in the trunk. Turn signals and brake lights on the trailer work properly. Running lights on trailer do not come on and Four ways do not flash on trailer. All car lights worked correctly while hooked up.
I checked trailer using another vehicle and all works properly.
Cleaned contacts, no difference.
Now here's the goofy part.....
Checked voltage at 4 wire harness in trunk....13.5 volts with car running....now I plug the harness into the trailer and I get .5 volts(that's point five) when touching the tester at the connection point. In other words, when a load is placed on the car wiring the voltage drops off. When I jump a hot wire to the one wire on the car side connector that powers the running lights all works fine. Is it in the control module?
I sure could use some ideas on what to try next. Thanks
