The 9-3 Linear sedan with manual transmission seems to yield the very best.

That said, during the $4 gas period, I experimented with my 2.0T Arc CV 5-speed manual by (horrors!) driving no more than the speed limit. Top up, windows closed, no a/c (the weather was mild) I saw 38 mpg on the highway. I think that a difference in driving habits overwhelm the difference in model choice.

Theoretically an '07 or later 2.0T should give a little better, with its 6 speed trans. The '03 and '04 6 speeds, IIRC, were very close ratio gearboxes with the same overall ratio in top gear, and the EPA mileage rating was lower in those years relative to the 5-speed standard shift.
