I've got a halogen 2005 9-3SS as well. They just seem to be a consumable!
Maybe last 6 months to 1 yr or in my case less than every 10K miles, I just carry a couple of spares. I suspect the cooling is not optimal.
There is not much the car can do to burn them out. One thing to check the charging voltage in case the VR has gone nuts. I'd have expected a bioled out battery though if this was the case.
Don't know if the Saab fix works. One obvious thing you could do it have them turn off the DRL, though I like the lights on for safety.
