We too never had any success with the service bulletin fix. We just replace the entire handbrake lever with the new and improved one. I think they just came out with the bulletin back then to give some kind of repair until they could come up with a better designed handbrake lever. They wanted to make the customers back then (when those cars were new and under warranty) feel like SAAB was doing something to fix the handbrake problems.
