I also see this commonly on '03-'05 models here in FL. Figured out the foam seal for the cabin air filter retainer where it mounts to the firewall deteriorates and allows water to sheet off the windscreen down onto the cabin air filter box, then into the blower motor.

I usually replace the blower motor assembly if needed (some have complaints of only water on passenger side floor when raining). Either order a new filter retainer from Saab or clean old off and fit with new rubber single sided weather seal from local building supply shop. (Clean both plastic retainer and firewall). Fit a new cabin air filter, also so fit the updated plastic air shield which deflects water from collecting on top of the filter box. Seems most '03-'05 never have the shield. See it commonly in '06/'07+ so perhaps Saab began fitment mid production?
