Third brake light cover coming loose - any known fix?

My 03's third brake light cover is coming loose - one clip remains fastened (to something - no idea), and the other comes loose causing that half of the plastic cover to dangle. I reach up and attempt to gently push the cover back in place (it appears to hold up the rear headliner as well), but the plastic clip - which doesn't appear to be broken - does not have anything to catch to. So inevitably within the minutes that half of the cover works itself loose and dangles again. Even if I wanted to glue it in place, what would I glue it to - there is no apparent catch. Is this even fixable or should I just wait for the cover to fall off and just live with an exposed third brake light? Thanks in advance for your thoughts.
