Your 2000 falls in the "NG900 & OG9.3" board.
So the fuel doesn't even get to the filter? That's pretty close to the tank, so I'd be looking for some fuel lines disconnected.
I think there's at least a short length of hose inside the tank. If that came off it would spray out inside the tank rather than making a big puddle of fuel on the road. That's exactly what happened to me on a 1989 C900.
