I get shopped for services and repairs all the time from people all over the state. Usually can tell within a two minute convo about their vehicle if they are shopping for the lowest price or if they wont mind paying to do it right. That's if they are even aware of their year, model and engine. From this I rarely verbally quote anything out over the phone outside a Mobil 1 oil change without seeing their vehicle first...
Have seen too many first time customers come in with "hack cars" say for a simple oil change or hood emblem which are running on only one cooling fan, knocking sway links, CEL, misfiring coils, brakes down into the backing plates, etc etc. Trust me, an emblem is not what you need.
I unusually now provide a rough verbal estimate of what it could amount to to get things in order. If they don't run away from that I will then go though the ~30min and provide a written detailed invoice with labor ops, times, part numbers and pricing. I always tell people if they shop around to make sure to get an itemized list to shop apples to apples (also a great card game by the way!) Used to spend much time writing out detailed estimates only to have them run away after putting in the effort and checking all current pricing.
Have never once had a customer come back saying they wished I had not done everything "while in there". Yes its more expensive but with expense comes trust in your vehicle knowing things are good to go.
