After further investigation it seems the problem is with the driver side switch for the passenger window where when pushing down on the button there is a delay until the passenger window actually goes down. The delay can be a few seconds to minutes or longer and that is what I think is happening a signal is blocked to the passenger window and then inexplicably the signal gets through and the window goes down, unfortunately this can happen at any time. I pulled the fuses and replaced and held the window down but did not here a beep but maybe I should hold the window while someone pulls on the driver side switch.
