I use a long metal ball joint pickle fork to hammer it on and off. I place the metal fork in one of the tabs, lay it on the tank so the tool hangs off the edge a few inches, brace it with my foot, and hit it with a hammer. Usually pops off the first hit and back in to place with two or three.
It's not pretty, but it works.
