Yes, this is reasonable preventive maintenance. For two data points, here is my "recent" experience:
* The upper radiator hose in my SAAB 9000 developed a pinhole leak at about 10 years and 115,000 miles.
* The thermostats in my last two Audis died at 70,000 miles and 55,000 miles.
Meanwhile, the radiator hoses on my C900 lasted the 25 year life of the car if I recall correctly.
If you are planning to replace your coolant (a very good idea every two years), you might as well add the upper radiator hose and the "hot" heater hose at a minimum. Not sure how hard it is to change the thermostat in a 2006 9-3, but if it's straightforward (it is NOT on an Audi V6), then you should do that too.
