Justin and his pic say it all. The "plate" is more of a water diverter to keep the filter from getting soaked. It's not designed to keep water from entering the cabin (IMHO, anyway). I pulled the old housing, cleaned it and the part of the cowl it mounts to and used a strip of windshield 3M window weld, it's windshield butyl tape so it doesn't distort, dry out or crack and is easy to work with: no mess or fuss.
