I am new to the 9-3 and have heard many stories of spills into the ignition. Plenty will dry and it will still function, however, sticky soda sugar will reside in there and cause the symptoms you report. I just would hesitate to put more gunk down there without knowing how the internals look or function. I only say all of this if you are experiencing gooey-sticky turning not if you are experiencing mechanical-catching turning.
