$400 is scrap value so your initial purchase seems good. I would be very weary that it "only" needs front struts and a radiator for a '99 9-3 with that many miles. They are very needy of $500-900 repairs here and there for many things. If your buying the car with the understanding it was a $42,000 vehicle back when new and that parts and service labor ops are on par with that price then your probably ok.

I see it often here that someone buys a $3200 Saab, on a $3200 budget leaving no money for immediate repairs or service. Only soon to find all the reasons why the previous owner sold the vehicle $$$$. Then receives a repair estimate close to the value of what they just paid to get the vehicle back to 100% only then to dump the car as a trade in on another cheap vehicle that needs repairs.
