Yes indeed, before doing anything, I would try fresh fluid. It is supposed to last the life of the car, but do you know if anyone could have put the wrong stuff in there ?

If this is not the cure, then you may want to check other things :
- condition of the belt and its tensioner
- upper strut mounts condition
If good, then it must be hydraulic. Pumps are usually very durable, but are somewhat easy to replace. Racks are more fragile, and access is not that great. So before throwing parts, a proper diagnostic by a shop with the proper equipement is mandatory.
Unless one of the gurus here have a tip to find a smoking gun...
