I actually asked Anders about this too... Here's what he said...

"It has been talked about on the General board a few times before.
It is a cheap clone and they have a few glitches so if it is something to
buy and offer to others, I don't know.

I bought one myself to see if it worked and it does to about 95% of the real
deal capabilities.

Mine have a flaw that makes it impossible to use for certain things. When
you turn Off and On the key, the Tech 2 restarts which is not allowed when
doing certain things since turning on and off the key is crucial for that
work to be done and the Tech 2 needs to stay alive.

You can tell it is cheap and cheesy quality but for a car owner wanting to
have almost the real deal, it works well.

There is also the liability factor.

If people figure out how to use the TIS program and try to do a software
download to the cars module, if done the wrong way, they INSTANTLY turn that
module into a brick and will have to buy a new one.
From the moment you start the download into the car, it is an open heart
surgery until the confirmation file has been loaded.
If you unplug the Tech 2, the module is a brick, if your laptop batteries
die, it is a brick, if the car battery dies, it is a brick."
