Steering Wheel Lock Malfunction

I took my 2004 9-3SS in for state inspection a couple of weeks ago and not long after I dropped it off did the mechanic call to tell me that the error message came up on the SID regarding the steering wheel lock malfunction. Based on my research on this site, I tried the spare key, replacing the batteries in the keys, removing and cleaning the contacts in the ISM and removing the battery and fully charging. I've also turned the steering wheel to extremes while trying to turn the key. I'm about to order a new ISM in hopes that this will finally fix the issue.
My questions are:
1. How dies this happen?
2. Are there other work-arounds?
3. Do I need to take the car to a shop w/ a Tech 2 computer after I replace the ISM or, in the event a new ISM solves the problem, should it work after it's replaced? Short version: does the new one need to be programmed or not? I have seen both yes and no.
Also, before the mechanic broke my car, he also put the drivers window down so now I cannot get it back up. Does anyone have a potential work-around for that until I get the ignition problem fixed?
